It is understood that in order to promote the reform of the administrative examination and approval system in accordance with the law, speed up the transformation of government functions, further stimulate the creation of the market and society, give full play to the advantages of the local government in approaching the grassroots level, and promote the management of the government from pre-examination and approval to more supervision in the event. The State Council has cleared up relevant administrative regulations. After the clean-up, the Measures for the Administration of Coal Production Licenses were abolished and some of the 25 administrative regulations were amended.

The "Decision" repealed the "Measures for the Administration of Coal Production". After the “Coal Production License Issuance and Issuance” is cancelled, the object of adjustment of the “Measures for the Administration of Coal Production License” that specifically regulates the coal production license no longer exists, and it will be abolished. At the same time, the relevant provisions of the four administrative regulations, such as the township coal mine management regulations, coal mine safety supervision regulations, safety production license regulations, and special regulations of the State Council on preventing coal mine production safety accidents, are regulated accordingly.

Cancellation of "Registration of Entry-Exit Express-Exporting Enterprises Engaged in Registration Inspection Services", "Registration of entry-exit inspection and quarantine inspection inspectors", and "Registration of entry-exit inspection and quarantine agency inspection companies", revised the Regulations on Import and Export Commodity Inspection Law Relevant regulations.

Due to the cancellation of administrative approval projects, 15 administrative regulations were revised. Due to the decentralization of administrative approval projects, four administrative regulations were revised.
