The Henan Provincial Enterprise Service Activity Office recently announced the list of 117 difficult enterprises in 2014, including the coal mines under the Zhengzhou Coal Industry Group, the Henan Coal Mine Energy Group, and the coal mines under the Coking Coal Group.
In December 2013, the Ministry of Industry and Information Technology of Henan Province issued a joint notice to continue implementing support policies for enterprises in Henan Province that encountered temporary difficulties in 2014 but had potential for development.
Difficult enterprises that have been identified enjoy the following policies:
The first is the policy of reducing burdens on enterprises. All existing administrative fees and charges shall be charged according to the limit standard; small and micro enterprises shall adopt preferential policies for exemption of administrative fees, and give support to those enterprises with difficulties. Supervision and cancellation of administrative approval projects shall be implemented in place.
The second is social insurance policy. Continuing to implement the mitigation measures for social insurance premiums for companies in difficulty, it is possible to postpone five social insurance premiums and reduce the basic medical, unemployment, work injury and maternity insurance premium rates. For enterprises that have difficulties in recruiting employees and pay premiums as required, Enterprises are given social insurance subsidies; for enterprises that are stable and promise not to lay off their employees, unemployment insurance can be used to stabilize employment subsidies.
The third is the fiscal tax policy. Where applicable, the real estate tax and the urban land use tax can be granted or reduced after approval according to the authority; expand the proportion and scope of the application of provincial enterprises’ products in major projects and government procurement, and support the participation of difficult enterprises that meet the conditions. Government procurement activities.
The fourth is the factor safeguard policy. Banking financial institutions are encouraged to implement prolonged postponements for companies with difficulties. In principle, they will not lower their credit ratings and withdraw banks. The funds required by the identified difficult enterprises to carry out on-the-job training shall be paid out of the education funds for the employees of the enterprise in accordance with the regulations, and the insufficient part may be properly supported by special funds for employment. The subsidy standards shall not exceed 50% of the subsidies for vocational training.
